India says sanctioned Russian oil tankers can discharge before Feb 27

The U.S. has informed India that tankers carrying Russian oil must unload by Feb. 27 under new sanctions. India, despite challenges due to potential secondary sanctions, continues to buy discounted Russian oil. Additionally, Indian refiners are considering smaller refineries instead of one large plant due to land procurement issues.
